What Is Maryland EXCELS and Why Does It Matter for Your Child?

You may have seen the term 'EXCELS Level 3' on our website. But what does it actually mean, and why should it matter to you as a parent?

Maryland EXCELS is the state's Quality Rating and Improvement System (QRIS) for early care and education programs. It's a voluntary program that evaluates childcare providers on multiple quality dimensions and assigns a rating from Level 1 to Level 5.

What EXCELS Evaluates:

  • Environment: Safety, organization, and learning materials available
  • Curriculum: Use of research-based early childhood curriculum
  • Staff Qualifications: Training, education, and professional development
  • Family Engagement: How well the provider communicates and partners with families
  • Business Practices: Policies, record-keeping, and administrative quality

What Level 3 Means Achieving Maryland EXCELS Level 3 means Insight Kidz Care LLC has met requirements across all quality dimensions above the baseline licensing standard. It demonstrates a meaningful investment in providing high-quality early learning experiences.

Why It Matters to You When you enroll your child in an EXCELS-rated program, you're choosing a provider that has been independently evaluated and held to a higher standard. It gives you peace of mind that the program goes beyond minimum requirements.

Bonus: CCS Families Families using the Child Care Scholarship (CCS) subsidy may receive a higher subsidy rate when choosing an EXCELS-rated provider. Ask your case manager for details.
